ISAPHはラオスで10年ほど母子保健を中心に活動を行ってきましたが、この度カムアン県保健局の要請を受け、聖マリア病院の資金援助により、ISAPHの活動地の一つであるカシ地区にヘルスセンターを建設することになりました。建設工事の契約は昨年11月末に締結し、今年の2月末に無事に工事が完了しました。この度、小早川理事長、野田教授記念研修センター建設にご尽力頂いた野田佐智子様とご子息とご令孫、聖マリア病院松尾様、保健省や県保健局他約60名ご参列のもと、3月27日にカシヘルスセンターの開所式が盛大に行われました。
開所式前半では、県と郡保健局長がそれぞれ、長年のISAPHの活動に感謝の気持ちを示され、この度カシヘルスセンターの開所式を迎えることができ光栄である旨、挨拶されました。それを受けて、小早川理事長がISAPHは野田教授記念研修センターを礎としてラオスでの活動を行ってきたが、引き続き県と郡保健局と協力して貢献していく所存である旨、挨拶されました。
開所式後半では、ヘルスセンターの開所をお祝いするために、ラオスの伝統的なバーシーの儀式が行われました。バーシーでは祈祷師のお祈りの後、参加者同士がお互いの健康などを祈りながら、相手の手首に紐を結んでいきます。バーシーの儀式の後は昼食を頂きながら、カシヘルスセンターの開所のお祝いと懇親を図りました。
開所式が無事終了すると、小早川理事長、野田佐智子様とご家族、松尾様、郡保健局と一緒に野田教授記念研修センターに向かいました。郡保健局長・副局長が郡保健局の活動を紹介し、今まで野田教授記念研修センターを有効に活用させて頂いていることに感謝の意を示されました。
私は昨年12月にラオスに赴任しましたが、着任早々カシヘルスセンターの建設工事管理、オープニングセレモニー準備に携わることが出来て光栄に思っています。ISAPHが長年ラオスで活動してきて、その活動が人々の健康増進に寄与し、貢献していることや、保健省、県・郡保健局等のカウンターパートとの信頼関係を築いていることを実感しました。今後もISAPHラオス事務所職員とともに、ラオスでの活動をさらに盛り上げ、人々の生活の向上と健康増進に貢献したいと思います。
最後に、野田佐智子様とご家族と今回同行させて頂き、野田様ご家族の国際協力に対する熱い志に心を打たれました。また、今回の一連のハードなスケジュールにも関わらず、カウンターパートのみならず私ども職員に対しての温かい心遣いに感謝を申し上げたいと思います。

ISAPH Laos has been implementing health education activities for mothers and children for 10 years in Laos. Kasi Health Center was constructed in Kasi District, one of the project sites of ISAPH, in response to the request of the Department of Health in Kammouane Province and funded by St. Mary Hospital. The construction agreement was signed at the end of November 2014 and the construction was completed by the end of February 2015.
Approximately 60 people, including the director of Ministry of Health, attended the opening ceremony on 27th March, 2015.
In the first half of the ceremony, the head of the Department of Health of Kammoane Province delivered a welcome speech and appreciated the activities of ISAPH. Mr. Kobayakawa, director of ISAPH, mentioned in his speech that the activities of ISAPH have been based in Noda Memorial Hall and promised that ISAPH will continue to corporate with the people in Laos in the future.
During the second half of the opening ceremony, a Basi ceremony (a traditional Lao ceremony) was held. A prayer was given by the shaman, and all participants tied strings around their wrists and prayed for health. After the Basi ceremony, participants celebrated the opening of the health center and deepened friendship with each other during lunch time.
I started my new post in Laos in December 2014. It was a great honor to have been in charge of the management of the construction of Kasi Health Center and for the preparation of the opening ceremony. I truly feel that ISAPH Laos is contributing to the people in Laos and is trusted by the counterpart institutions such as the Ministry of Health. I also liven up the activities of ISAPH Laos with our staffs.
